Presented to the Faculty and Ratified by the Board of Trustees, Spring 2004
Norm 1
The AUP Faculty Manual describes commonly agreed-upon policies and provisions affecting the academic community of The American University of Paris. The Manual is not a contract between an individual and the University. The terms and provisions of the employment agreement are set out in the letter of appointment received from the President’s Office.
Norm 2
The faculty of the University is primarily engaged in teaching and research.
Norm 3
The new faculty manual preserves the spirit that the faculty is a self-governing body.
Norm 4
Since the new, forward-looking system of recruiting faculty may differ from the past method of recruitment, and since there will be a transitional phase during which new schools and/or institutes will be added to the College, the new governance documents will include some clear transitional norms.
Norm 5
The American University of Paris is committed to excellence in both undergraduate and graduate education. In the new paradigm, close coordination between undergraduate and graduate programs will be maintained to balance general education and specialized research, as well as disciplinary and interdisciplinary work.
Norm 6
The new governance documents will be applicable to both the undergraduate and graduate programs, defining intellectual values and commitments that will prepare for AUP's future growth.
Norm 7
Teaching loads at The American University of Paris should never preclude productive research and collective intellectual activity.
Norm 8
The American University of Paris will consist of:

- The College of the Arts and Sciences (existing unit)

- The Graduate School of Business (Fall 2005)

- The Office of Academic Administration (existing unit)

- The Graduate School of Government (Fall 2006)

- The Graduate School of International Communications (project)

- The Parsons Paris-AUP Institute of Contemporary Design (associated center)

- The Library (existing unit)

- The University Press (project)

Norm 9
The President of the University is the executive head of the University in all its departments (academic and non-academic units); he supervises and directs these to promote the efficiency of every department. He or she is the presiding officer of all ruling bodies, intervening to break ties and resolve conflict, although the faculty will commonly elect its own chairs of the Senate and its standing committees. The President is the official medium of communication between the Faculty and the Board of Trustees, and between the different internal constituencies, such as staff and students, and the Board of Trustees. The President appoints academic and non-academic staff of the University under the provisos adopted by the Board of Trustees. The President is responsible for all administrative and academic matters of the University and makes an annual report to the Senate.
Norm 10: The Deans
The College and the Schools have at least one Dean each. Each academic unit defined as above is administered by a Dean under the supervision of the President of the University. The President appoints the Deans, although the mechanics of selection will depend on whether the academic unit for which a deanship designation is needed already exists or has to be created. If the academic unit exists, the President asks the Faculty to form a committee to ascertain the preferences and suggestions of the Faculty for that position. In the case of new academic units, the President might invite faculty members and external faculty overseers to advise the President on the candidates.
Norm 11
The Dean for Academic Administration is appointed directly by the President. The Dean for Academic Administration is to have general responsibility under the President for the development, implementation, and administration of the academic affairs of the University, including responsibility for the library and for information technology units that support research and instruction. By presidential delegation, the Dean for Academic Administration has the authority to monitor the academic budgets of departments, schools, divisions, units, and institutes.
Norm 12
The Deans will be consummate scholars and academic administrators and will serve a term not exceeding five years (they might exceptionally be reappointed, but only after a pari-passu selection process with new candidates). No Dean shall serve more than two consecutive terms. Upon completion of their administrative duties, they may return to teaching and research.
Norm 13
The Directors of the Library, the Academic Resource Center, and the Information Technology Unit will report to the Dean of Academic Administration.
Norm 14
The Members of the University Faculty are classified as: Professors, Associate Professors, Assistant Professors, Instructors, Clinical Professors, and Librarians. Career positions for faculty will be filled by full-time, active scholar/teachers in the forward-looking system. The yearly residence requirements are still to be determined. Faculty receive salary in twelve monthly installments.
Norm 15: Definition of the New Academic Ruling Bodies

- The Faculty Senate of all Schools and the College to be created

- As a transitional norm, the present Faculty Assembly, with voting rights clearly established, to provide governance during transformation period

- The Executive Committee of the Faculty Senate to be created

- The Faculty of the College

- The Faculty of the Graduate School of Business

- The Faculty of the Graduate School of Government

- The Faculty of the Graduate School of International Communications

- The Faculty of the Library and the Academic Resource Center

Norm 16
Membership with voting privileges is to be assigned to all Professors, Associate Professors, Assistant Professors, Instructors, Clinical Professors, and Librarians who have been employed by the University for at least a year. All others may be invited to the meetings but shall not vote.
Norm 17
The composition of the Faculty Senate is as follows:

- Full Professors who have completed one year of service at AUP

- Associate Professors who have completed one year of service at AUP

- Assistant Professors who have completed one year of service at AUP

- Instructors who have completed one year of service at AUP

- Librarians who have completed one year of service at AUP

- The President

- The Dean for Academic Administration

- The Dean of the College

- The Deans of the different academic units

The Faculty Council shall be re-founded as two committees: first, an Executive Committee of the Senate elected by that body, and second, a Council of Chairs, convened by the Dean. The Dean of the College convenes the chairs regularly for the purpose of coordinating administration of the undergraduate departments and for discussing academic policy. The Faculty Senate establishes an Executive Committee to prepare its agenda and items to be voted on. The President of the University presides over the Executive Committee, but does not vote. In the event of a tie, the Executive Committee refers the decision to the President. The nature of the business undertaken by the Executive Committee follows the current Faculty Manual on academic matters, but since in the future The American University of Paris will add new academic units, the jurisdiction of this body extends to cover matters concerning (1) more than one ruling body and (2) any action of any ruling body that might affect the general interest of the University.
Norm 18
In this short document on the norms to promote change at The American University of Paris, the most important decision-making process concerning the academic ruling bodies is the mechanics of how to select the faculty. The criteria for faculty appointment are: distinction in research; distinction in teaching; distinction in intellectual contribution and collaboration; and service to the University.
Norm 19
In terms of the mechanics of academic appointment, every effort should be made to get the candidate who best meets the above-articulated criteria, including providing reasonable incentive and investing in market salaries. If excellent scholar-teachers cannot be hired, AUP shall refrain from hiring.
Norm 20
This document, known as the AUP Governance Principles, shall take effect August 1, 2005.
