Guest speaker Ambassador Phillip Carter III, Deputy to the Commander for Civil Military Engagements, United States Africa Command (AFRICOM)

Phillip Carter, a senior U.S. diplomat is Deputy to the Commander for Civil-Military Engagement (DCME) of United States Africa Command, was appointed as the civilian deputy to the Commander in November 2013.

Ambassador Carter will speak to AUP students on his role in providing policy direction and guidance to the Africa command.  The Ambassador directs the command’s plans and programs associated with security sector assistance, reform, and Peace Keeping Operations, health, humanitarian assistance and de-mining action, and disaster response. He also supports the command’s engagement with European and African partners in terms of security policy cooperation. 

Phillip Carter served as the US Ambassador to the Republic of Cote d’Ivoire from 2010 to 2013, and to the Republic of Guinea from 2007-2008. Ambassador Carter was the Senior Advisor to the Africa Bureau and Principal Deputy Assistant Secretary from 2008 to 2010. He also served as the Africa Bureau’s Acting Assistant Secretary during the transition between the Bush and Obama Administrations. 

Ambassador Carter received a M.A.in international and development economics from Yale University and earned a B.A. in economics and history from Drew University where he was a member of the International Economics Honor Society (Omicron Delta Epsilon). He is the recipient of the Robert C. Frasure Award, the Presidential Merit Rank Award, Superior Honor Awards, Franklin Award, as well as National Order awards from the Governments of Madagascar and Cote d’Ivoire. A member of the Senior Foreign Service, Ambassador Carter holds the rank of Minister Counselor.
